District Profile
Ellis County Municipal Utility District No. 4 is a political subdivision of the State of Texas created to provide essential public infrastructure that supports planned growth and development within the district. The District is authorized to finance, construct, operate, and maintain water, wastewater, drainage, and other public facilities that serve residents and businesses. Working in partnership with developers, local governments, and service providers, the District is committed to delivering reliable infrastructure while promoting responsible community growth.

Board Members
The District is governed by a Board of Directors consisting of five (5) Board members elected by the registered voters of the District, who manage and supervise all affairs of the District. Board members must either own property within the District or be a registered voter within the District. Each Board member is elected to serve a staggered, four (4) year term. The District’s current Board members are as follows:
- Bryan Alexander, President, Term Expires: May 2030
- Lucas Tribble, Vice President, Term Expires: May 2030
- Claiborne Lord, Secretary, Term Expires: May 2030
- Colson Youngblood, Assistant Secretary, Term Expires: May 2028
- Robert Dowdall, Assistant Secretary, Term Expires: May 2028
